On his World War I draft registration he was medium height and build with brown hair and blue eyes. His next of kin was his wife Rose Fulton who lived at 310 Villitas, San Antonio, Texas (same as his address).

In 1920, there was a prisoner on the census for Leavenworth Prison who might be him. He was Robert B. Fulton, prisoner, m, w, 20, m, TX, TX, TX, electric, light plant. The age is right, he was married. I have not found him elsewhere, or his wife Rose. More research needed.

He was serving as a crew member on a ship named George Washington which arrived in New York on 8 Dec 1928. He was aged 29, 5 feet 9 inches tall, light complexion, brown hair, and brown eyes. He served in the capacity of A. B. His next of kin was his mother Minnie who lived in Georgetown, Texas. His pay was $62.50 per month. There appeared to be numerous ships on which he sailed from 1928 - 1932. There also appears to be more than one sailor named Robert Fulton, so it is sometimes hard to determine which is the correct man.

By 1928, it appears that he is no longer married. He is single in the 1930 census. If he is the R. B. Fulton that married Virginia Cleveland in 1928 in Georgetown, Texas, it was a very short marriage.
